Overview

This project will design, build, and deliver three (3) semitrailer prototypes; two for government testing at Aberdeen Proving Ground (APG), Maryland and one as a manufacturing standard supporting testing. The prototypes will be capable of hauling a minimum payload of 85 short tons while achieving road permits in Europe at 75 short tons. These semitrailers will couple with a modified M1070A1 tractor and tow a system payload capacity of a minimum of 78.5 short tons. Technical focus areas include payload, turning radius, transportability, loading and unloading operational and disabled vehicles, storage, and curb weight. The focus areas will encompass the quality of the operator and maintenance manuals, the operator training, and the ability to provide logistical support to the system during testing.

RPP-18-3 HETS due date for proposal submission has been extended by one day. Proposals are now due by Friday, February 16, 2018 at 5:00pm EST.

SPECIAL NOTICE | RPP-18-3 | HETS | M1070A1 Site Visit

Forms due 31 January 2018 Central European Time (CET) Prior to the RPP being released, NAMC members will be given the opportunity to view and inspect an M1070A1 on-site at Livorno, Italy from 8:00AM – 4:00PM CET, on 8, 9, and 12 February 2018, during their scheduled timeslot.

Revised Q&A Deadline | RPP-18-3 | HETS

The Government will accept questions for RPP-18-3 HETS until 5:00 pm on Friday, January 26, 2018.

The RPP18-03 due date for responses has been REVISED. Proposals will be due Thursday, February 15th, 2018 by 4:00pm EST.

Teaming

We have been contacted by members interested in teaming on RPP-18-3 United States Army Europe (USAREUR) Heavy Equipment Transport System (HETS) Operational Needs Statement (ONS) Semitrailer. NAMC is currently researching ways in which to team members of the consortium for specific RPPs.

RPP-18-3 Open for Submissions

The Product Manager of Heavy Tactical Vehicles (PdM HTV), located at the Detroit Arsenal in Warren, Michigan, is seeking to identify sources proficient in fabricating a semitrailer rated to a minimum of 85 short tons capacity, for use with a tractor capable of transporting 78.5 short tons of rated payload while achieving road permits in Europe at a lesser weight of 75 short tons.

Update on Release of RPP-18-3 IHETS

The Government has notified the NAMC that RPP-18-3 should be released to the membership within the next week. Please be advised that the name is changing from IHETS to United States Army Europe (USAREUR) Heavy Equipment Transport System (HETS) Operational Needs Statement (ONS) Semitrailer.

Numbering Change

Please note that the iHETS RPP has been changed from RPP-20 to RPP-18-3 as it will be contracted on the NEW GVS OTA.

iHETS Special Notice

The Government is taking a strategic pause on IHETS at this time. This RPP is anticipated to be released under the New GVS OTA with a different RPP number, sometime after the award of the New GVS OTA.
