Overview

The KE Defeat Technology Installation and Characterization prototype project will have a two-phased approach:

Phase I is will assess a proposed technology asset that meets the KE Defeat requirements for the purpose of a ballistic demonstration on a test fixture. a technology assessment phase and requires participants to execute ballistic demonstrations. Phase II will focus on KE Defeat technology installation onto an Army ground combat vehicle platform and ballistic characterization.

Submission Instructions | RPP-19-04 | KE APS

Offerors have been directed to upload two separate proposals for Phase I and Phase II of RPP-19-04.  In BIDS, the phases are listed as separate projects under RPP-19-04.  When uploading your submission in BIDS, please upload your Phase I documents to RPP-19-04, Survivability 19-01 and your Phase II documents to RPP-19-04, Survivability 19-02. Submissions are due TODAY, Wednesday, January 30th, 2019 by 3:00pm ET.

UNCLASSIFIED Submissions

Due to a recent high number of classified information spillages in the Army, the Government has requested that we remind consortium membership that the response for RPP-19-04 KE APS is to be UNCLASSIFIED.  If you have any concerns please contact Alissa Roath, Facility Security Officer (FSO) for NAMC at AlissaR@NAMConsortium.org.  BIDS asks submitters to certify that their proposal is UNCLASSIFIED before proceeding to the upload screen.  Classified information should NEVER be uploaded into BIDS or sent to the NAMC as our Facility Clearance does not allow for Safeguarding so the controls are not in place.

Solicitation Released | RPP-19-04 | KE Defeat

Product Manager Vehicle Protection Systems (PdM VPS), located at Tank-Automotive and Armaments Command (TACOM) in Warren, Michigan, is seeking to identify a source capable of providing technology with the ability to degrade, disrupt or defeat large caliber, long rod KE penetrators and be installed onto an Army ground combat vehicle platform to achieve improved platform survivability against the KE threat type. The technology shall require minimal development prior to installation. Once the technology is installed onto the vehicle platform, forming the KE Defeat prototype system, it shall be assessed for performance via ballistic characterization at a Government test facility.

Intent to Announce | RPP-19-04 | KE APS

The Product Manager Vehicle Protection Systems (PdM VPS) intends to issue an RPP for the Kinetic Energy (KE) Defeat program of record under the Ground Vehicle Systems Other Transaction Agreement (GVS OTA), W15QKN-17-9-1025- KE RPP19-04. The GVS OTA was awarded under the authority of 10 U.S.C. §2371b, Section 815 of the 2016 National Defense Authorization Act, P.L 114-92.
