Overview

The MTRRS will serve as a bulk fuel carrier and retail dispenser for military vehicles and ground support equipment, providing fuel at the maneuver level in all operational environments. The MTRRS allows for different configurations and transport platforms including cargo trucks, trailers, and Palletized Loading System (PLS) flat-racks. The system can be removed from the transport platform, using Material Handling Equipment (MHE), and operated on the ground. The MTRRS provides fuel storage, filtration, and unit-level retail capabilities with the ability to refuel ground vehicles, ground equipment, and fuel containers. The purpose of this effort is to prove out a concept for the Engineering Manufacturing & Development (EMD) Phase of the MTRRS Program, by producing and testing a prototype to evaluate the technical feasibility and military utility of replacing the aging Tank and Pump Units (TPU) and Tank Unit Liquid Dispensing (TULD) systems currently used by the U.S. Army.

CLARIFICATION | RPP-18-04 | MTRRS

Revision 2 of RPP-18-4 MTRRS still inadvertently states in one location that proposals are being accepted via email.  This is NOT the case, all proposals should be submitted in BIDS by 4:00pm EDT on Friday, 13-JUL-2018.

Revision 2 | RPP-18-04 | MTRRS

Revision 2 of RPP-18-4 MTRRS has been posted and includes updates for clarity.  The due date for proposals via BIDS is 4:00pm EDT on Friday, July 13, 2018.  Extensions are not being granted at this time.

Changes include Section 3.1, the part referring to a document called "Phase I Criteria Spreadsheet" now states, "NAMC members shall provide substantiating narrative information citing sufficient details and analysis to support how the proposed approach meets each criterion.  There were also clarifying edits made to page 5 when discussing the different phases of the project.

Revision 1 | RPP-18-04 | MTRRS

Revision 1 of RPP-18-4 MTRRS has been released. Changes to the RPP are designated in RED text within the updated RPP-18-4 document.  Attachments 0011-0014 have also been revised and/or added, and the Q&A document has been updated.  Please download all of the revised documents from the NAMC member site (login required)  The due dates for questions and submissions have not changed.

RPP-18-4 Open for Submissions

The Product Manager of Petroleum and Water Systems (PdM PAWS), located at the Tank Automotive Command Life Cycle Management Command (TACOM LCMC) in Warren, MI, is seeking NAMC member sources capable of developing and fabricating a retail fuel dispensing tank in accordance with a purchase description and other requirements documents attached to this Request for Prototype Proposals (RPP).

DRAFT RPP-18-4 MTRRS Released

The DRAFT RPP-18-4 Mobile Tactical Retail Refueling System (MTRRS) Documents have been released. The Government is holding a Virtual Industry Informational Session for all NAMC members for the purpose of discussing the draft version of the RPP18-4 MTRRS RPP on Wednesday, 16-MAY, 2018 at 11:00am EDT via GoToWebinar.

Special Notice

The Product Manager Petroleum and Water Systems (PdM PAWS) intends to issue a Request for Prototype Proposals (RPP) for the Mobile Tactical Retail Refueling System (MTRRS) program of record under the Ground Vehicle Systems Other Transaction Agreement (GVS OTA), W15QKN-17-9-1025-RPP18-4.
