ABOUT THE RPP

The purpose of this Request for Prototype Proposals (RPP) is to solicit Firm Fixed Price (FFP) proposals for the research and development of a prototype Tactical Fuel Distribution System (TFDS) that meets the project requirements and evaluate the compliance to the Draft TFDS Automotive Tank Purchase Description (ATPD).

The Government anticipates awarding up to five (5) prototype task assignments as a result of proposal evaluation. The Government intends to evaluate military utility of all of the prototype TFDS units as a solution for meeting the Government’s requirements.

During Phase I of the TFDS program, which would be the phase covered by the agreement(s) resulting from, this RPP, the Offeror shall be required to deliver one (1) TFDS conforming to Draft TFDS ATPD as well as twelve (12) Fuel Loss Mitigation Armor Coupons and eight (8) Opaque (Add On) Armor Coupons. The selection decision for award of a task assignment will be based on the evaluation criteria and relative order of importance stated within this RPP. The Not to Exceed (NTE) budget for each task assignment award is $500,000. The anticipated period of performance for the prototype project effort is 12 months.  The Government will not take title the TFDS prototype units provided under this agreement.

The TFDS RPP will contain a Classified Annex. Any NAMC member may receive the RPP without the classified annex, but only those offerors who have appropriate clearance will be able to obtain the TFDS Classified Annex. A Facilities Security Clearance (FCL) at a minimum level of SECRET with SAFEGUARDING will be required of any firm awarded a prototype agreement. The FCL must be in place at the time the RPP closes.

The Government anticipates pursuing a Follow-on Production effort whose value is estimated at $678M for approximately 2,190 TFDS systems.

The Government will entertain questions and comments on the Draft RPP that are sent to NAMC at submissions@namconsortium.org with the subject line, "RPP 21-06 Feedback" by COB 14 June. However, please note the Government is under no obligation to respond.
