Summary
The National Advanced Mobility Consortium (NAMC) is a consortium comprised of 450+ innovators from the U.S. Industry and Academia, who are dedicated to the development of manned and unmanned autonomy-enabled Ground Vehicle Systems and related technologies for the U.S. Warfighter. This position supports the contract activities for the NAMC and its members under their Federal grants and agreements. This role serves as a key member of the contracts team in direct support of the organization’s goals and objectives. Will be responsible for negotiating, monitoring and administering contracts through contract completion. Effectively manages procurement of goods, services and other duties as assigned.

Essential Duties and Responsibilities

  • Must work effectively with other NAMC contracting and purchasing personnel, accounting department personnel, and NAMC program personnel.
  • Communicates orally and in writing with legal, technical, and contracting personnel representing interested parties from industry, academia, and government (State and Federal).
  • Independently administers, negotiates and monitors various types of contracts, i.e. level of effort cost reimbursement type contracts (CPFF, CPAF, etc.); time and materials (T&M); indefinite delivery indefinite quantity (IDIQ); firm fixed price (FFP); and Joint Funding Agreements (JFA) negotiated under Other Transactions.
  • Facilitates pre-award and post-award activities in support of organizations programs.
  • Leads in the preparation of cost proposals.
  • Reviews cost proposals and performs cost analysis as necessary.
  • Works closely with customers, program team and subcontractors, regarding funding and budgetary issues for each program.
  • Monitors contract budgets and supports budget formations.
  • Manages contract close-outs.
  • Negotiates and issues contract modifications.
  • Plans and conducts post award conferences and debriefings.
  • Takes initiative and leadership role in process improvements and day-to-day functions.
  • Ability to volunteer for projects and activities as workload and circumstances warrant.

  • Bachelor’s degree, minimum of 7-10 or more related years of work experience.
  • Minimum of 5 - 7 years working with contracts administration.
  • Effective negotiation and delegation skills.
  • Excellent attention to detail and comfortable with working at the transactional and analytical level.
  • Able to work with a diverse group of people.
  • Working knowledge of or willingness to attain a working knowledge of contract law, federal acquisition regulations, patent, copyright, technology transfer and related laws, related policies, and procedures.
  • Strong communication and interpersonal skills (verbal and written) and an ability to interact with high level management and legal disciplines, both internal and external, and ability to work simultaneously with multiple parties in a collaborative team environment.
  • Skills and ability to concurrently organize and manage numerous complex contractual negotiations and documents in various stages of development simultaneously with multiple parties.
  • Ability to travel as required.
  • Ability to organize and manage multiple priorities.
  • Attention to detail very important.
  • Experience and/or understanding of the intersection between government and industry.
  • Knowledge of the defense industry a plus.
  • Self-starter who takes initiative to learn new information and skills along the way.

Summary
NAMC is a consortium comprised of 450+ innovators from the U.S. Industry and Academia, who are dedicated to the development of manned and unmanned autonomy-enabled Ground Vehicle Systems and related technologies for the U.S. Warfighter. The Project Manager is responsible for coordinating, improving and executing the internal and external projects for the organization. The Project Manager works with both Government and industry to deliver programs and projects based aligned with set goals and objectives of the NAMC and its customers.

Essential Duties and Responsibilities

  • Management of project solicitation from announcement to award, which might include:
    • Acting as the primary point of contact for the Government customer.
    • Coordinating project changes with appropriate parties.
    • Creating and maintaining project information on the NAMC website.
    • Interfacing with Government and industry to answer questions.
    • Distributing Requests for Information (RFI) and coordinating responses.
    • Organizing virtual or in-person Industry Days as requested.
    • Maintaining documentation in compliance with company policies.
    • Receiving member proposal packages and coordinating compliance, evaluation and award execution with the Government.
    • Subcontract management to include performance of milestones and deliverables.
    • Tracking project costs against budgets.
    • Coordinating incremental funding actions with the contracts department.
    • Always acting, first and foremost, as an advocate for NAMC membership with the Government, representing their interests.
  • Administrative tasks as required and/or at the request of NAMC leadership, such as:
    • Reviewing and editing documents
    • Creating presentations
    • Reporting
    • Scheduling
    • Special Projects as assigned

  • Bachelor’s degree and four or more years related experience, directly relevant experience, or equivalent combination or applicable experience required.
  • Defense experience preferred.
  • PMP Certification preferred.
  • Ability to handle multiple, complex projects, often with competing priorities.
  • Proven ability to work efficiently and effectively under pressure and organize and prioritize tasks according to shifting demands on time and resources.
  • Maintains project schedules.
  • Strong computer skills, with an emphasis on the Microsoft Office Suite.
  • Experience working as a team member engaged in tasks requiring teamwork and performance to schedules.
  • Excellent communication skills both oral and written.
  • Must successfully pass a background to access sensitive information and automated systems.
  • Individual must meet the definition of a U.S. Person upon hire due to the risk assessment of this position.
