The National Advanced Mobility Consortium (NAMC) is a nation-wide alliance of traditional and nontraditional small businesses, large defense contractors, academic institutions, and other research organizations involved with the translational research and development of the complete range of prototype, ground vehicle and robotics systems and technologies.
The Defense Mobility Enterprise (DME) consists of an industry/academic component (the NAMC) and a consortium of Government Laboratories and Agencies (the Vehicle and Robotics Alliance (VRA)) which is managed by the Vehicle and Robotics Alliance Program Office (VRA PO) located at TARDEC.
The enterprise operates under and in accordance with the provisions of 10 U.S.C. § 2371b, Section 815 of the 2016 National Defense Authorization Act (NDAA), Public Law 114-92, which provides the Department of Defense (DoD) authority to enter into transactions other than contracts, grants, or cooperative agreements, the DoD has the authority to make awards that are directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the DoD, or the improvement of platforms, systems, components, or materials in use by the armed forces.
It is the flexibility inherent in the Section 815 that enables the Government, industry, and academia partnership to quickly and effectively provide innovative ground vehicle technology solutions to the warfighter.
The Consortium Administrative Organization (CAO) acting on behalf of NAMC members to execute and administer the efforts under the OTA for this program is the National Center for Manufacturing Sciences (NCMS). Established in 1986, NCMS is a non-profit organization specializing in collaborative efforts between businesses and government with focuses including manufacturing, technology, maintenance, and robotics.
